Dr Ali Cem BUDAK

Ali Cem Budak graduated from Istanbul University Faculty of Law in 1986. Budak received the degree of LL.M. from London University, University College London, where he went through British Council Scholarship in 1990 and the degree of M.A. from Istanbul University, Institute of Social Sciences in 1991.

Budak completed his PhD degree in Bremen University in 1997 with the thesis entitled “Making Foreign People Pay - Law and Practice of Cross-Border Debt Collection with special Reference to German, English and Turkish Law”. During his PhD study, he received the Commission of the European Communities - Jean Monnet Award (1994-1995) and was granted the Volkswagen Stiftung scholarship for the Research Project “Global Legal Interactions” (1995-1997). His PhD thesis was deemed worthy of the award of the most successful PhD thesis in the field of social sciences at Bremen University in 1997 (Bremer Studienpreis 1997). It was published in 1999, and reprinted both in 2019 and 2020.

Budak gave lectures in Koç University College of Administrative Sciences and Economics as an adjunct professor between 2000-2003. He was appointed to the Department of Civil Procedure and Enforcement-Bankruptcy Law in Yeditepe University Faculty of Law as an associate professor in 2003; he was promoted to being a full professor in the same university in 2008, and he served as the chair in Kocaeli University Faculty of Law between the years of 2014-2019. As of 2019, Budak continues his academic studies as the chair of the Department of Civil Procedure and Enforcement-Bankruptcy Law in Istanbul Commerce University Faculty of Law.

As a practitioner, Budak mainly carried out the attorneyship profession as a legal counsel, including being the chief legal counsel of a leading multinational company; he has been continuing his professional works, particularly drafting legal opinions and representing / counselling / arbitrating in arbitration cases through the self-owned law office since 2007.
